U.S. Offers Security Assurances to Ukraine Amid Peace Talks With Russia

The United States has agreed to provide unspecified security assurances to Ukraine as part of a proposed peace framework aimed at ending Russia’s nearly four-year conflict, with further discussions expected this weekend, according to U.S. officials.

Officials said talks in Berlin with Ukrainian President Volodymyr Zelenskyy and representatives of former President Donald Trump, including Steve Witkoff and Jared Kushner, narrowed differences over the security guarantees Kyiv demands and Moscow’s request for Ukraine to cede territory in the eastern Donbas region.

Trump attended a dinner on Monday evening with negotiators and European leaders, and additional meetings are anticipated in Miami or another U.S. location, officials said, speaking on condition of anonymity.

“I believe we are now closer than we have ever been,” Trump told reporters at an unrelated White House event. “We are receiving significant support from European leaders. They also wish to see it concluded.”

U.S. officials cautioned that the proposed security guarantees will not remain available indefinitely. The administration plans to seek Senate approval for the agreement, though it is unclear whether it would follow the formal treaty process requiring a two-thirds majority.
