US Ends Ethiopia Sanctions Emergency Declared in 2021

The United States has allowed a national emergency declared in 2021 over the humanitarian and human rights crisis in Ethiopia to expire, prompting the removal of individuals sanctioned under the related executive order from the US Treasury’s sanctions list.

The emergency was established under Executive Order 14046, issued on September 17, 2021, which authorised sanctions against individuals and entities deemed responsible for, or involved in, actions contributing to the crisis in Ethiopia.

Following the expiration of the emergency, the Treasury Department’s Office of Foreign Assets Control (OFAC) removed from its Specially Designated Nationals and Blocked Persons List individuals designated under the order whose assets had been blocked.

OFAC also removed the frequently asked questions related to the Ethiopia sanctions programme from its website.

The move marks the formal end of the sanctions framework established under Executive Order 14046. The order had provided the legal basis for blocking property and imposing restrictions on persons covered by the programme.

The Treasury’s announcement also included separate updates to its Russia-related sanctions programme, including the issuance of General License 131J, which authorises certain transactions related to the negotiation and entry into contingent contracts for the sale of Lukoil International GmbH and related maintenance activities.
