The United States will withdraw from 66 international organizations, conventions, and treaties, President Donald Trump announced, following a White House review that flagged them as misaligned with American interests.

The move is part of an ongoing assessment of U.S. engagement in global institutions under Executive Order 14199, first issued in February 2025.

The review, conducted by the Secretary of State in consultation with the U.S. representative to the United Nations, examined all intergovernmental organizations, conventions, and treaties receiving U.S. support or funding. The report found that many institutions were redundant, poorly managed, or influenced by actors advancing agendas contrary to U.S. priorities.

In a memorandum dated January 7, 2026, the president directed executive departments and agencies to implement withdrawals “as soon as possible,” including ending participation in or funding to United Nations entities where permitted by law. The review of additional organizations remains ongoing.

The affected non-UN bodies include the International Renewable Energy Agency, the International Solar Alliance, the International Cotton Advisory Committee, and the Venice Commission of the Council of Europe, among others. UN organizations slated for withdrawal include the UN Population Fund, UN Human Settlements Programme, UN Institute for Training and Research, the UN Framework Convention on Climate Change, and several regional economic commissions under the UN Economic and Social Council.

According to the White House, the administration concluded that continued funding of these institutions offered minimal returns for American taxpayers and in some cases constrained national sovereignty. The memorandum instructs the Secretary of State to provide agencies with guidance for implementing the withdrawals, ensuring the actions comply with applicable law and budgetary considerations.
