U.S.’s Top Adviser Says GERD Dispute Must Be Resolved Through Technical Means, Not Political Ones

Massad Boulos, senior adviser for African and Middle Eastern affairs at the US State Department, said the dispute over the Grand Ethiopian Renaissance Dam “must be resolved through technical means, not political pressure.”

In an interview with Al-Arabiya TV, Massad Boulos reaffirmed Washington's commitment to finding a peaceful and mutually acceptable solution between the three countries: Ethiopia, Sudan, and Egypt.

“Since the issue is a technical one, the problem must be solved through technical means,” the senior advisor said; “We are working to find a solution that is acceptable to all parties, especially in technical matters.”

Massad Boulos, who noted that “the issue is a matter of life and death for Ethiopia, Egypt, and Sudan,” stressed, “The massive hydropower project has been inaugurated and is a reality; any future solutions must take this reality into account.”

He added that his country will continue to support peaceful cooperation between Cairo and Addis Ababa, describing the two countries as “countries that should not be led into conflict and are linked by historical ties.”
