US and Saudi Arabia Sign Nuclear Cooperation Pact to Open Market for American Technology

The United States and Saudi Arabia have signed a civil nuclear cooperation agreement that will provide a legal framework for expanded US participation in the kingdom’s nuclear energy programme, as Washington seeks to strengthen its position in the global nuclear technology market. US Energy Secretary Chris Wright and Saudi Energy Minister Prince Abdulaziz bin Salman signed the agreement, known as a Section 123 agreement, alongside a bilateral safeguards agreement. Together, the deals establish the foundation for long-term cooperation on nuclear energy development, including technology transfers, safety standards and nonproliferation requirements.

The agreement is expected to create opportunities for US nuclear companies to participate in Saudi Arabia’s planned nuclear energy programme, potentially supporting American suppliers, workers and industrial supply chains. US officials said the pact would help Saudi Arabia meet its growing energy needs while maintaining international standards on nuclear security and preventing the spread of nuclear materials and technology.

"These agreements reflect our two nations’ shared commitment to strengthening US-Saudi commercial relations, delivering prosperity at home and security to our allies abroad," Wright said. The agreement forms part of Washington’s broader effort to expand American influence in the global civil nuclear sector. The US Department of Energy said the deal aligns with an executive order aimed at promoting advanced nuclear reactor exports and expanding international partnerships under the Atomic Energy Act of 1954.

The partnership is expected to support the export of US nuclear technology, create economic opportunities for American companies and reinforce strategic ties between Washington and Riyadh. This development marks a significant step in US-Saudi energy cooperation, particularly in the nuclear field.

The agreement is seen as part of broader efforts to enhance bilateral ties and promote peaceful nuclear energy development in the region.
