UN Security Council Backs Libya Plan for Elections Within Two Years

The United Nations Security Council has backed an agreement among Libyan political parties to reform the country’s electoral framework and prepare for parliamentary and presidential elections within two years.

The agreement was signed on August 30, 2026, by Libyan parties participating in the “Smaller Convening”, a group facilitated by the United Nations Support Mission in Libya (UNSMIL).

The deal includes the reconstitution of the Board of Libya’s High National Elections Commission and amendments to the electoral framework. The Security Council said the agreement could help create the conditions for free, fair, transparent and inclusive national elections.

The Council also called on all Libyan stakeholders to support the agreement and work towards its implementation, stressing that the process should advance the aspirations of the Libyan people.

The development comes as Libya continues efforts to overcome political and institutional divisions that have prevented the country from holding unified national elections.

The Security Council reaffirmed its support for UNSMIL and UN Special Representative of the Secretary-General for Libya Hanna Tetteh, as well as the mission’s political roadmap. The Council urged Libyan stakeholders to engage with Tetteh’s efforts and participate seriously and without delay in the political process.

The Council also called for further progress in implementing Libya’s unified spending framework for 2026, announced in April. It said continued efforts were needed to unify the country’s institutions, including its military and security structures, as well as establish a unified executive authority.

The Security Council reiterated that the United Nations should remain central to efforts to facilitate an inclusive political process led and owned by Libyans, with international support.

It also reaffirmed its respect for Libya’s sovereignty, independence, territorial integrity and national unity, while calling on outside actors to refrain from interference in the country’s affairs.
