Ukraine’s allies are convening in Paris on Tuesday for high-level discussions aimed at shaping the country’s security in the wake of a potential ceasefire with Russia.

Progress, however, remains uncertain as the Trump administration’s attention shifts toward the recent U.S. military operation in Venezuela.

Before the apprehension of Venezuelan President Nicolás Maduro, French President Emmanuel Macron had expressed optimism about the summit of the so-called “coalition of the willing.” For months, these nations have explored measures to deter future Russian aggression should Moscow agree to halt military operations in Ukraine.

On December 31, Macron stated that participants would “make concrete commitments to safeguard Ukraine and ensure a just and lasting peace.”

Macron’s office confirmed that Tuesday’s meeting will see an unprecedented turnout, with 35 officials, including 27 heads of state and government.

The United States will be represented by envoys Steve Witkoff and Jared Kushner. The delegation had originally been scheduled to be led by Secretary of State Marco Rubio, who changed his plans due to commitments linked to the military intervention in Venezuela.
