Uganda Speaker Warns Against Threats To Parliamentary Committee Chairs

Uganda’s Speaker of Parliament Jacob Marksons Oboth has warned that he will publicly identify individuals who threaten parliamentary committee chairpersons in an attempt to interfere with their oversight duties.

Oboth issued the warning during a plenary sitting on Tuesday, August 25, 2026, stressing that committee chairpersons have a constitutional mandate to process parliamentary business on behalf of the House and the public.

He called on individuals sending covert or overt threats to committee chairs to stop, saying Parliament would not protect people seeking to avoid accountability.

“This is therefore, to caution those who are sending covert or overt threats to the chairpersons during the course of their work, to refrain. I am not a Speaker who will shield those attempting to evade accountability,” Oboth warned.

The Speaker’s remarks follow an earlier directive to accounting officers to comply with summons issued by parliamentary committees. On August 19, he reminded accounting officers that they have a constitutional responsibility to account to citizens through Parliament.

Oboth has also instructed parliamentary committees to conclude business currently before them and submit it for consideration ahead of Parliament’s three-week recess scheduled for September 3 to 29, 2026.

He further urged the Leader of Government Business to ensure that Bills scheduled for the first parliamentary meeting after the recess are tabled early enough to allow sufficient time for consideration.

The Speaker’s warnings come as Parliament seeks to reinforce the role of its committees in scrutinising government institutions and holding public officials accountable.
