In the Amhara region, the Wolkayit administrative zone is governed by a directive stating, "The political stance that is adversarial to the principles of the treaty" is held by two international non-governmental organizations that have been instructed to "withdraw from the zone."

The directive was issued by the 'Norwegian Refugee Council' (NRC) and the 'International Medical Corps,' which are recognized as non-governmental entities; it has been reported to the BBC that they are still considering the management's decision.

Following a two-year conflict, the areas under administration in the Amhara region are being led by the Wolkayit administrative zone, which issued a warning to both organizations in a statement released on Sunday, March 2, 2018.

One of the organizations that received the management's decision is the Norwegian 'Norwegian Refugee Council'; it is an international entity that works on the permanent resettlement of refugees.

In times of conflict, natural disasters, and illness, the organization known as 'International Medical Corps' provides critical emergency response, with its primary headquarters located within the United States.

The organization is noted for its assistance in relation to violence against women and children, particularly in the Humera, Tsegedie, and Welkayit districts, as indicated by its reports on the support it offers in these areas.

According to information released from the Welkayit Tsegedie district, these organizations are active in the region, and while they may claim to provide 'humanitarian assistance,' they have also been reported to engage in 'illegal activities' as stated in the findings.
