President Donald Trump left the prospect of military action against Venezuela on the table on Monday, even as he signalled a potential diplomatic opening with President Nicolas Maduro. The remarks come amid heightened tensions over U.S. military operations near Venezuelan waters, which Maduro has condemned as an effort to unseat him.

Trump told reporters in the Oval Office that he “probably would talk to” Maduro but stressed that discussions would not preclude military measures. He declined to specify what, if anything, Maduro could say to change the U.S. stance.

“He’s done tremendous damage to our country,” Trump said, linking Maduro to drug trafficking and migration flows into the United States. “He has not been good to the United States, so we’ll see what happens.”

Hours after Trump’s comments, Maduro indicated a willingness to engage in dialogue with Washington, though he reiterated that U.S. military activities near Venezuela were provocative.
