Seychelles Launches First Phase of 1,008-Home Affordable Housing Project

Seychelles has taken a step towards expanding its affordable housing supply after signing an agreement with India's NBCC (India) Limited to deliver the first phase of the Île Aurore Housing Development Project, which will provide 1,008 residential units by 2029. The development is backed by a 75 million US dollar financing package from the Export-Import Bank of India, part of a broader 175 million US dollar Special Economic Package announced by the Indian government during President Patrick Herminie's state visit to India in February 2026.

The first phase will introduce the country's first high-rise affordable housing scheme, comprising two-bedroom and three-bedroom apartments in multi-storey buildings. The project will also include roads, utility networks and a sewage treatment plant designed to serve Île Aurore and neighbouring communities. NBCC (India) Limited has been appointed to oversee the planning, design, procurement and execution of the development under a project management and consultancy agreement signed with the Government of Seychelles.

The agreement was signed at the Office of the Vice President by Joseph François, Secretary of State for Lands, Housing and Infrastructure, on behalf of the government, and Pradeep Sharma, Executive Director of NBCC (India) Limited. The housing scheme forms part of the wider Île Aurore Master Plan, a long-term urban development programme expected to accommodate at least 1,800 homes alongside schools, commercial facilities, recreational areas and other public infrastructure. The government says the project is intended to expand access to affordable housing while supporting the development of integrated communities.

The agreement also reflects growing economic cooperation between Seychelles and India. The housing project emerged from bilateral discussions during President Herminie's visit to India, where New Delhi committed financial support for development initiatives in Seychelles through the Special Economic Package.
