Russia Prepares Overseas Voting Arrangements Ahead of 2026 State Duma Election

Russia’s Foreign Ministry said it is preparing measures to support voting by Russian citizens abroad ahead of the country’s 2026 State Duma elections.

The ministry’s board, chaired by Foreign Minister Sergey Lavrov and attended by Central Election Commission Chairperson Ella Pamfilova, reviewed preparations for the election of deputies to the ninth convocation of the State Duma, scheduled for September 20, 2026.

The ministry said Russian diplomatic missions are implementing electoral procedures to ensure citizens living outside the country can exercise their voting rights. It added that organisational and technical arrangements are being carried out to support the security of the electoral process.

In some countries, Russian diplomatic missions are establishing additional polling stations outside embassy and consular facilities and preparing for early voting in line with local laws, the ministry said.

The board also called for increased efforts to inform Russian citizens abroad about voting procedures through Russian-language media and the online platforms of diplomatic missions and consular offices.

Officials also discussed the Foreign Ministry’s role in supporting international election monitoring activities in Russia.

The ministry said all election-related work has been incorporated into a resolution adopted by the board.
