Report Says Egypt’s Threats Against Ethiopia Seen as Destabilization Policy in the Horn

Ethiopia has reportedly sent a letter to the United Nations (UN) Security Council through the Ministry of Foreign Affairs, stating, Egypt's position on the Grand Ethiopian Renaissance Dam is a deliberate and attempt to undermine Ethiopia, both publicly and covertly."

The letter, written by Foreign Minister Gideon Timothios (PhD) and seen by the reporter news paper, regarding the letter of complaint that Egyptian authorities wrote to the Security Council on September 9, 2025, when the Grand Ethiopian Renaissance Dam was inaugurated, states that Ethiopia does not need to seek permission from anyone for its right to use the waters of the Nile.

It is worth noting that when the Renaissance Dam, which has been under construction for 14 years, was completed and inaugurated, Egypt wrote to the Security Council, stating that the dam Ethiopia inaugurated violated international law and that it had not signed a binding agreement on water use that was agreed upon in principle in 2015.

However, the Ethiopian Ministry of Foreign Affairs, in a letter to the Security Council, said that the inauguration of the dam, which was held in a joyful manner, was a testament to the success of the generation's long-standing desire and determination to develop and prosper on the Nile River.

The letter stated that Egypt's aggressive behavior towards Ethiopia is clearly known to all members of the council, and that, in addition to its repeated provocative statements, its efforts to destabilize Ethiopia and the Horn of Africa have been openly and covertly documented.

It added that Egypt's clear threat to Ethiopia should be recognized as part of its ongoing policy of destabilizing the Horn of Africa.
