Ethiopia, Mozambique Sign Cooperation Deals Across Key Sectors

Ethiopia and Mozambique have signed a series of agreements to expand cooperation across strategic sectors, in a move that shifts bilateral ties toward implementation-focused economic and institutional partnerships.

The agreements were concluded in Addis Ababa in the presence of Prime Minister Abiy Ahmed and Mozambique’s President Daniel Francisco Chapo, according to official statements.

The two sides said the deals are designed to move beyond policy commitments, creating structured frameworks for execution across sectors including military training, urban development and housing, healthcare, civil aviation, tourism, and digital transformation.

  

A central pillar of the cooperation is digital infrastructure, with both countries agreeing to collaborate on digital identification systems and public digital platforms. The initiative is expected to focus on system integration, cybersecurity, and capacity building, aligning with Ethiopia’s ongoing efforts to expand its digital economy and improve access to public services.

Officials indicated that the agreements are intended to open pathways for private sector participation, particularly in construction, technology, and service industries, as both countries seek to translate institutional cooperation into investment and project-level activity.

The Office of the Prime Minister said Ethiopia aims to share its development experience in infrastructure, agriculture, and industrialisation with African partners, while also using such engagements as a platform for mutual learning.
