Mozambique Disputes $2 bln LNG Cost Claims as Audit Flags Gaps in Documentation

Mozambique has raised objections to around 2 billion US dollars in cost claims submitted by TotalEnergies and its partners for the country’s suspended liquefied natural gas project, escalating a financial dispute tied to one of Africa’s largest energy developments.

The contested expenses stem from the extended shutdown of the LNG facility in northern Mozambique after militant attacks in 2021 forced the evacuation of personnel.

An independent audit commissioned by the government examined thousands of transactions linked to the suspension period. It confirmed roughly 3 billion US dollars in costs supported by contracts, invoices and other documentation.

At the same time, the review found that a substantial portion of additional spending could not be fully verified due to insufficient supporting records.

TotalEnergies previously indicated that the overall cost of the LNG project had been revised to about 20.5 billion US dollars following the prolonged disruption.

Government officials said they had commissioned the audit but declined to disclose further details while discussions with project partners continue.
