US First Lady Melania Trump has helped broker a localised ceasefire between Russia and Ukraine in the Russian-occupied town of Oleshky, aimed at allowing humanitarian aid deliveries and civilian evacuations amid severe shortages of food and medicine.

The agreement, announced by the White House on October 23, provides for a temporary halt in fighting around the town in Ukraine’s southern Kherson region and the establishment of humanitarian corridors for aid deliveries and residents seeking to leave.

Melania Trump said she and a representative worked directly with Russian and Ukrainian leadership to establish the terms of the agreement, including its timing, procedures and humanitarian arrangements.

Under the plan, civilian representatives from both countries are expected to visit residents to assess their needs and coordinate assistance. Residents who wish to leave will receive transport to their preferred destinations in either Russia or Ukraine, according to the White House.

The first lady also said an independent American media organisation would accompany Russian and Ukrainian teams to document the operation and help ensure that residents’ wishes are respected.

Oleshky, which lies across the Dnipro River from Ukrainian-controlled Kherson, has been under Russian occupation since the early days of the full-scale invasion in February 2022. The town had a pre-war population of about 24,000, but only around 1,700 residents remain, according to the UN Human Rights Monitoring Mission in Ukraine, cited by Reuters.

The town has suffered extensive damage and flooding following the destruction of the Kakhovka dam in 2023. Residents have faced shortages of food, medicine, water and electricity, while mines and drone attacks have made movement along supply and evacuation routes dangerous.

Melania Trump said the humanitarian situation came to her attention during a private discussion at her Fostering the Future Together event in New York during the 81st United Nations General Assembly. She said she used communication channels established during previous efforts to reunite children separated from their families by the war.

The ceasefire is limited to Oleshky and does not constitute a wider agreement to end the war. The Kremlin has confirmed the arrangement, while Ukrainian officials have also acknowledged the planned humanitarian operation. Pope Leo was involved in parallel diplomatic efforts, according to Reuters.
