Libya Central Bank Governor Resigns Without Giving Reason

Libya’s Central Bank governor Naji Issa has resigned, citing the sensitivity of the reasons for his decision without providing further details, according to two letters seen by Reuters. Issa addressed the resignation to the heads of Libya’s two rival legislative bodies, the eastern-based House of Representatives and the western-based High Council of State.

He confirmed the authenticity of the documents to Reuters in a message but declined to elaborate on his decision or the circumstances behind it. “I apologise for not being able to continue in my duties as Governor of the Central Bank of Libya, without stating the reasons, due to their sensitivity,” Issa said in both letters.

The resignation comes against the backdrop of Libya’s prolonged political division, with rival institutions in the east and west continuing to compete for authority. The House of Representatives was elected in 2014 and is based in eastern Libya. The High Council of State was established under a 2015 political agreement in the west, with its members drawn from a parliament elected in 2012.

The two chambers are among the key political institutions involved in Libya’s divided governance system, which has persisted despite efforts to establish unified national institutions. Issa did not state in the letters when his resignation would take effect or identify a successor.
