IMF Team to Return to Uganda for New Programme Talks

An International Monetary Fund staff team is expected to visit Uganda in September for further negotiations on a new financial support programme, as the East African country seeks to reach a fresh agreement with the Fund.

Sébastien Walker, the IMF’s resident representative in Uganda, told Reuters by email that discussions so far had been constructive but more work was needed before an agreement could be reached.

“While discussions were constructive, further progress is needed to reach an agreement,” Walker said. “Staff is planning a programme negotiation mission in September.”

Uganda’s previous IMF-supported programme expired in 2024. The government subsequently requested a new programme, but negotiations have yet to produce an agreement.

The talks come as Uganda’s economy continues to expand, with growth expected to remain strong as the country prepares to begin crude oil production.

The IMF has, however, raised concerns over Uganda’s fiscal position and debt-service burden. In its latest Article IV consultation, the Fund highlighted pressure from rising debt-servicing costs and a weakening fiscal position.

The planned mission is expected to provide another opportunity for the two sides to address outstanding issues and advance negotiations on a new programme.
