IMF Examines Gabon’s Debt, Fiscal Plans as Programme Talks Near

Gabon’s public debt and fiscal plans are at the centre of discussions with the International Monetary Fund as the government seeks an IMF-supported programme.

An IMF staff team led by Aliona Cebotari visited Libreville from September 14 to 25, 2026, for technical discussions with the Gabonese authorities on fiscal developments and the country’s economic outlook.

The mission reviewed the findings of a public debt audit, alongside fiscal developments and the government’s policy plans for 2027. Discussions also covered the authorities’ structural reform agenda aimed at improving public financial management.

Technical discussions on fiscal and public debt developments and the outlook will continue in the coming weeks, the IMF said, with the aim of paving the way for formal programme discussions.

During the visit, the IMF team met President Brice Clotaire Oligui Nguema, Vice President Alexandre Barro Chambrier, Vice President Hermann Immongault, Economy and Finance Minister Thierry Minko and Planning Minister Louise Pierrette Mvono.

The mission also met senior government officials, representatives of the Presidential Taskforce on Debt, the Bank of Central African States and financial-sector representatives.

Cebotari said the team appreciated the hospitality and candid engagement of the Gabonese authorities and other stakeholders during the mission.
