The International Finance Corporation (IFC) has agreed to make an anchor investment in Shelter Afrique Development Bank’s inaugural sustainable bond in the West African Economic and Monetary Union (WAEMU), marking a new financing partnership aimed at expanding affordable and green housing across the region.

The agreement was announced on Wednesday, during the Africa Financial Summit (AFIS 2026) in Luanda, Angola. The investment is expected to help mobilise private capital for housing development, support job creation and deepen regional capital markets.

The bond will provide financing for initiatives targeting affordable and environmentally sustainable housing, according to Shelter Afrique Development Bank. The partnership also seeks to increase private-sector participation in addressing housing needs across African markets.

The investment marks IFC’s role as an anchor investor in the bond, although the two institutions have not disclosed its value, the total size of the issuance, its maturity or the expected allocation of proceeds.

The West African Economic and Monetary Union comprises eight countries: Benin, Burkina Faso, Côte d’Ivoire, Guinea-Bissau, Mali, Niger, Senegal and Togo. Its common financial and monetary framework provides a regional market for capital mobilisation.

Shelter Afrique Development Bank is a pan-African housing finance institution that works with governments, financial institutions and private-sector partners to support housing and urban development.

The partnership comes as African development finance institutions seek to attract more private investment into housing, a sector that requires substantial long-term funding.
