Ghana Finance Minister Begins Consultations on $10bn ‘New Economy’ Programme

Ghana’s Finance Minister, Dr Cassiel Ato Forson, has begun consultations with key ministries as the government prepares to roll out a $10 billion economic transformation programme aimed at moving the country from stabilisation to job creation and wealth generation.

Forson, accompanied by his deputy, the Ministry’s Chief Director and senior officials, met with Trade, Agribusiness and Industry Minister Elizabeth Ofosu-Adjare and officials of her ministry as part of preparations for the programme.

The consultations come after the government presented its 2026 Mid-Year Fiscal Policy Review, in which Forson said the administration’s next priority would be to transform the economy after completing a period of macroeconomic stabilisation.

“Through the New Economy agenda that we will unveil, we will build an economy that does not merely withstand shocks but creates jobs, generates wealth and grows on the strength of what Ghana produces,” Forson said.

“Stabilisation was never the destination. It was the price of entry. Ghana has paid that price. What comes next is the work that changes lives at scale—the work of transformation.”

President John Dramani Mahama has said the programme will mobilise $10 billion for investment in key sectors of the economy, signalling a shift in government policy from restoring macroeconomic stability towards expanding productive capacity.

The administration has yet to disclose the full allocation of the investment across sectors or the financing structure for the programme.

Mahama said the government would present the full details of the transformational programme as part of the 2027 Budget, scheduled for November.

The planned programme comes as Ghana seeks to build on recent stabilisation efforts while addressing persistent challenges around employment, domestic production and private-sector growth.
