Former US Intelligence Executive Pays $20,000 to Settle Post-Government Employment Case

A former senior official at the US Office of the Director of National Intelligence (ODNI) has agreed to pay a 20,000 US dollar civil penalty to resolve allegations that she violated restrictions on former government employees by contacting her previous agency on behalf of a private employer.

Deirdre Walsh, who served as chief operating officer at ODNI, allegedly contacted an ODNI employee within one year of leaving government service regarding an approximately 18 million US dollar request for equitable adjustment submitted by her employer, a government contractor.

The communication violated federal post-employment rules that prevent former senior executive branch officials from contacting or appearing before their former agencies with the intent of influencing official action during a one-year cooling-off period.

The Justice Department said the alleged violation relates to Section 207(c) of Title 18 of the US Code.

Walsh agreed to pay the civil penalty under Section 216(b) of Title 18 of the US Code to resolve the allegations without further litigation.

The Intelligence Community Inspector General’s Office highlighted the case as an example of effective interagency oversight in enforcing post-government employment rules.

Officials emphasised that the resolution should deter individuals from attempting to exert undue influence on their former agencies.

The case involved collaboration between the Justice Department’s Civil Division and the Intelligence Community Office of the Inspector General.

The department said Walsh’s employer’s senior leadership had identified her as part of an effort to pressure ODNI over the request for equitable adjustment.
