Ethiopia’s Human Rights Commission Launches 2026–2030 Plan Amid Conflict and Displacement Challenges

The Ethiopian Human Rights Commission (EHRC) has launched its 2026–2030 Strategic Plan, outlining a five-year roadmap focused on preventing rights violations, strengthening accountability and addressing emerging human rights challenges amid ongoing conflicts and displacement across the country.

The strategy, known as “EHRC Strategy 2030”, builds on lessons from the commission’s previous 2021–2025 plan, a period Chief Commissioner Berhanu Adello described as one of the most challenging and transformative periods in Ethiopia’s recent history.

The new framework marks a shift from responding to violations after they occur toward prevention through stronger monitoring, early-warning systems and institutional accountability.

During the previous strategic period, the EHRC said it resolved more than 5,300 complaints, conducted 25 systemic investigations and contributed to the release of more than 17,000 people from unlawful detention.

The 2026–2030 plan identifies five priority areas: policy and legal reform, human rights compliance, awareness and capacity building, access to justice and redress, and institutional sustainability.

The commission said it will focus on promoting rights-based laws, improving monitoring systems, expanding public awareness, reducing barriers to justice and strengthening its internal governance, digital systems and regional presence.

The strategy also incorporates emerging issues affecting human rights, including digital technologies, climate change, migration and business-related human rights impacts.

“Emerging issues such as digital technologies, climate change, migration, and business-related human rights impacts are increasingly shaping the human rights landscape,” Berhanu said.

The EHRC said online hate speech, misinformation and digital surveillance pose growing risks, while climate-related shocks such as droughts and floods are contributing to displacement and competition over resources.

To support implementation, the commission has established a Strategic Plan Implementation Committee (SPIC) to coordinate activities between its headquarters in Addis Ababa and its 13 regional city offices.

The EHRC identified funding limitations, political polarization and security challenges affecting access to communities as potential risks to implementing the strategy.

The commission called for cooperation from government institutions, civil society organisations and international development partners, saying protecting human rights requires coordinated efforts.
