Ethiopian Cabinet Ratifies Electronic Signature and Immigration Updates

Ethiopia’s Council of Ministers has approved updates to the country’s electronic signature and immigration regulations, alongside key initiatives in digital strategy, international financing, and legal cooperation.

The cabinet ratified amendments to the Electronic Signature Proclamation, aligning it with Proclamation No. 1358/2017 to strengthen transparency and accountability in digital transactions. Updates to the Immigration Proclamation (No. 114/1997) were also approved to streamline institutional responsibilities and enforcement. Both measures will take effect immediately upon publication in the Federal Negarit Gazette.

The council authorised full implementation of the Digital Ethiopia 2030 Strategy, aimed at expanding technology access, improving governance, and supporting economic growth. Two financing agreements with the United Nations Development Programme were endorsed: 294,900,000 SDR for a sustainable energy access programme, and 20,000,000 SDR for the East Africa Skills Transformation and Continuity Project. Both loans are interest-free, with a 0.75 percent service fee.

The cabinet also approved service fee structures for local security officials and the Ethiopian National Theatre, allowing cost recovery while maintaining quality services. Four bilateral legal agreements were confirmed, including criminal law cooperation with China, judicial exchanges with China and Brazil, and an extradition treaty with South Africa.
