Ethiopia Suspends All Drone Flights In Addis Ababa Indefinitely

Ethiopia has suspended the operation of all types of drones in Addis Ababa and surrounding areas for an indefinite period, replacing the previous permit-based system with a blanket flight restriction, the National Intelligence and Security Service (NISS) said.

The security agency said the suspension takes effect immediately and applies to all drones and similar airborne devices operating in the capital and its vicinity. It did not give a specific date for when permits could resume.

NISS said it is also using an integrated counter-drone system to monitor and control unmanned aircraft operating in and around Addis Ababa. Drones found flying in violation of the restriction may be detected, intercepted and brought down at designated locations, while authorities will seek to identify and detain their operators for legal action.

The new measure affects professional and commercial drone operations that previously required prior approval from NISS. Under the previous arrangement, organisations seeking to use drones for work were required to provide details including the purpose and location of the flight, as well as the drone type and model, before obtaining authorisation.

NISS said the suspension forms part of its responsibility to protect national leaders, critical infrastructure and major national events under Proclamation No. 1276/2022. The Ministry of Justice lists the proclamation as the law amending the legislation governing the National Intelligence and Security Service.

The agency said the decision comes as drones and other technology-enabled airborne devices have become more widely used, creating security concerns that require enhanced monitoring and control.

The restriction is likely to affect a range of legitimate drone users in Addis Ababa, including media organisations, production companies, survey and mapping firms, construction businesses and other operators that use unmanned aircraft for professional purposes.

NISS said it has strengthened its technological capabilities and human resources to respond to security threats associated with drones and similar technologies.

The agency had previously required drone operators in Addis Ababa and surrounding areas to obtain explicit permission before launching or flying an aircraft, with unauthorised operations subject to interception and legal action.

Ethiopia has also been developing domestic capabilities in drone technology. The Ethiopian Artificial Intelligence Institute, Ethiopian Air Force, Ethiopian Airlines, Defence Engineering Industry Group and Addis Ababa University have previously partnered with SkyWin Aeronautics Industry on drone research, manufacturing and technology development.
