Ethiopian Lawmakers Ratify $294 Million Energy Access Financing Package

Ethiopia’s House of People’s Representatives, convening for the third regular session of its fifth working year, has signed off on a series of external financing agreements, including a 294 million US dollars facility aimed at accelerating clean energy access nationwide.

The loan, secured through the Global Partnership for Sustainable and Clean Energy Access, was ratified as Proclamation 1398/2025 after receiving full parliamentary backing. Briefing lawmakers, Chief Whip Minister Tesfaye Beljige (PhD) said the financing carries a 31-year tenor with a 6-year grace period.

MPs also cleared an interest-free 20 million US dollars loan to support the Eastern Africa Skills Transformation and Regional Integration Project. The agreement, extended by the Global Partnership for Development, will be repaid over thirty-eight years, also with a six-year grace period, and was formalised under Proclamation 1399/2025.

During the same session, lawmakers approved amendments to Ethiopia’s electoral framework through revisions to Proclamation 1397/2018, covering political party registration, election administration and conduct. All measures were passed with unanimous votes.
