
The Ethiopian Ministry of Foreign Affairs has accused the Eritrean government and the TPLF of working together in a new alliance called "Tsemdo" to "fight Ethiopia."
It also stated that the two actors were involved in a recent attack by Fano militants to capture the town of Woldiya in the Amhara region.
In a letter to United Nations Secretary-General Antonio Guterres dated October 3, 2025, Foreign Minister Gideon Timothy (Dr.) said: “The coordination between the Eritrean government and the TPLF faction has become increasingly clear in the past few months.”
In the letter, the minister said the coalition was “actively preparing to wage war against Ethiopia”; he accused both actors of “funding, recruiting, and directing armed groups such as Fano to expand the scope of the conflict.”
In addition to the attack in Woldiya, it also noted that clashes had occurred in Rayana and Wolkait. It said these actions violated the Pretoria Agreement between the federal government and the TPLF.
The letter accused Eritrea of being “the main architect of these heinous acts” and said it was fueling the clashes through “financial, material and political support.”
