Ethiopia Advances New Entrepreneurship Policy Aligned With Digital 2030 Plan

Ethiopia is preparing to roll out a new national entrepreneurship policy as part of a broader push to link digital transformation with job creation and long-term economic growth, Ethiopian News Agency reported.

The draft Entrepreneurship Development Policy, aligned with the Digital Ethiopia 2030 strategy, is expected to be submitted to the Council of Ministers after consultations with members of the government’s Digital Council, Deputy Prime Minister Temesgen Tiruneh said.

Writing on X, Temesgen said the policy is designed to elevate entrepreneurship as a core economic function under the Prosperity Agenda, with digital innovation positioned as a key driver of competitiveness across sectors.

At the centre of the framework is an effort to expand employment by supporting entrepreneurs who develop scalable solutions and generate value in both traditional and emerging industries. The policy also seeks to create a more inclusive national ecosystem by encouraging wider participation in digital enterprise.

Discussions during the consultation placed strong emphasis on execution, with participants agreeing on the need for a uniform monitoring and evaluation system to be applied throughout the policy’s rollout. Temesgen said such a mechanism would help measure progress, address weaknesses, and align implementation with national growth objectives.

Beyond institutional and regulatory measures, the deputy prime minister said the policy aims to cultivate business norms and behaviours that support entrepreneurship, viewing mindset change as essential to sustaining digital-led growth.

Temesgen said Ethiopia’s transition toward a digitally enabled economy would ultimately be driven by entrepreneurs who create jobs, deliver market solutions, and build wealth, positioning the policy as a practical step toward realising that ambition.
