The Ethiopian Human Rights Commission (EHRC), which released its 2017 annual human rights report, called the drone strikes confusing.
The 152-page report, which describes the country’s human rights record from June 2016 to June 2017, does not use the term drone attacks.
The report described the drone as a "military weapon that did not meet its intended purpose."
Commissioner Berhanu Adelo, who was appointed in January 2017 and released his first annual report, was questioned by journalists on Monday, July 28, 2017, about drone attacks in the country.
The commissioner said that only two drone attacks were reported to the commission in 2017 and that they were found to be suspicious.
