Morocco’s ONEE, EBRD Launch €250 Million Water Infrastructure Financing Programme

The European Bank for Reconstruction and Development and Morocco’s National Office of Electricity and Drinking Water (ONEE) have agreed to establish a 250 million euro financing programme aimed at upgrading Morocco’s drinking water production infrastructure.

The agreement, signed during the EBRD Annual Meetings in Riga held from June 5 to June 7, will support investment projects tied to ONEE’s 2025–2030 Equipment Plan, which focuses on improving the operational performance of existing water production facilities.

According to ONEE, the financing package will be rolled out in two phases and will include investment grants alongside technical assistance support.

The programme is also intended to strengthen energy-efficiency integration across Morocco’s water infrastructure assets as the country increases investment in utility modernisation.

The latest agreement expands cooperation between the two institutions in the water sector, where the EBRD has financed projects managed by ONEE since 2014.

EBRD said it has mobilised nearly €119 million in financing for drinking water projects linked to the Moroccan utility over the past decade.

The new programme comes as Morocco continues to invest in water infrastructure upgrades amid rising pressure on water resources and growing demand for improved utility efficiency.
