DRC Government and M23 Rebels Sign Framework for Eastern Peace

Rwanda-backed M23 rebels and the Democratic Republic of Congo government have agreed to a framework aimed at ending decades of conflict in the country’s eastern provinces.

The ceremony took place in Qatar, where mediators from the United States and the African Union have sought to broker peace in the resource-rich region.

Earlier this year, M23 forces captured key eastern cities, including Goma and Bukavu, highlighting the fragility of previous peace efforts.

US Ambassador to Africa Massad Boulos said the agreement outlined eight principles, noting that key measures such as prisoner exchanges and ceasefire monitoring remain in early stages. The framework also covers humanitarian access, the return of displaced populations, and the protection of judicial institutions.

Eastern DRC is a major supplier of coltan and other minerals essential to the global electronics industry, raising international stakes in the conflict.

Rwanda continues to deny supporting M23, despite widespread reporting and international concern over its involvement.
