The institute also criticized the Ethiopian Ministry of Justice for keeping the process of amending the proclamation highly secret and for the limited discussions surrounding the amendment.

It also urged development partners to pressure the government to abandon the reform, to respect the rights to freedom of expression, association, and assembly, and to stop the crackdown on human rights defenders, journalists, and community activists.

It also called on development partners to continue their monitoring of human rights in the country.

Amnesty International has also urged an independent institution to investigate the repeated human rights violations committed in Ethiopia.
