Addis Ababa Pushes to Digitise All Resident Records Within One Month

Addis Ababa is accelerating a citywide digitisation programme aimed at converting all resident records into a digital system within one month, as authorities move to fully replace decades of paper-based documentation with an electronic database.

The Civil Registration and Residence Service Agency said the initiative is being implemented through a digital document management system (DMS), designed to centralise and streamline resident information across the capital.

According to local reports, files from 77 of the city’s 119 woredas are currently being scanned and processed, with the work targeted for completion within 15 days to enable online service delivery.

The digitisation process has already been completed in 25 woredas, where resident files have been fully converted and made ready for use under the new system.

Officials said the transition is intended to improve efficiency in public service delivery while reducing risks associated with document loss, administrative delays and procedural irregularities.

The agency said the reform is also aligned with Ethiopia’s broader Digital 2030 strategy, which prioritises the modernisation of public service systems through technology-driven solutions.

Once fully implemented, the digital system is expected to enhance data security and speed up access to resident information across government services in Addis Ababa.
