Addis Ababa PPP Projects Target 1.3trn Birr Economic Contribution

Addis Ababa’s public-private partnership office says 87 projects launched under PPP agreements since the 2022 are expected to inject more than 1.3 trillion birr into the economy, with housing projects making up the largest share.

The projects are predominantly in housing, with the programme aimed at easing the capital’s shortage of residential units, Wagaie Tesfaye, a senior adviser for strategic communication and capacity building at the office, told Ahadu Radio.

The projects are based on a division of responsibilities between the city administration and private developers. The government provides land, infrastructure and administrative support, while private partners bring financing, technical expertise and technology transfer, according to Wagaie.

The partnership programme is intended to address areas where public resources alone are insufficient, rather than being primarily structured around sharing profits between the government and private investors, Ahadu Radio reported.

The PPP office is responsible for monitoring implementation and checking whether projects are being used for their intended purposes. It also carries out audits after projects are completed, according to the office.

The housing focus reflects the pressure on Addis Ababa’s residential market, while the wider PPP programme is intended to bring private capital and expertise into urban development projects that would otherwise place a greater burden on public finances.
